Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) Feruza Eshmatova was born in 1979 in the Kashkadarya region. Graduated from the University of World Economy and Diplomacy in 2000. Doctor of Legal Sciences.
From 2002 to 2015 she worked at the University of World Economy and Diplomacy. In 2015-2020, she was a deputy of the Legislative Chamber of the Oliy Majlis. From 2020 to the present, she is the Chair of the Senate Committee on Women and Gender Equality.
The position of the Human Rights Commissioner of the Oliy Majlis of the Republic of Uzbekistan (hereinafter - Ombudsman) was established in 1995 on the initiative of the first President of the Republic of Uzbekistan I.A.Karimov.
The Ombudsman activities are regulated by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On the Commissioner of the Oliy Majlis the Republic of Uzbekistan for Human Rights (Ombudsman)” and by other legal and regulatory documents of the Republic of Uzbekistan.
The Ombudsman is an official empowered to ensure parliamentary control over the observance of legislation on human rights and freedoms by state bodies, enterprises, institutions, organizations and functionaries.
The institution of the Commissioner for Human Rights of the Republic of Uzbekistan complements the existing forms of protection of the human rights and freedoms. The Ombudsman as well contributes to the improvement of the legislation of the Republic of Uzbekistan on human rights and brings it into line with the international law, facilitates the international cooperation and promotes public awareness of citizens in the field of human rights.
In accordance with the Constitution of the Republic of Uzbekistan and the country’s laws the Ombudsman is elected by the Oliy Majlis of the Republic of Uzbekistan. The candidacy to the post of the Ombudsman is proposed to the Chambers of Oliy Majlis by the President of the Republic of Uzbekistan. According to the legislation, the Ombudsman is an official independent from other state bodies and officials during the accomplishment of his/her powers and is accountable to the Oliy Majlis of the Republic of Uzbekistan.
The main principles of the Ombudsman’s activities are legality, justice, democracy, humanism, openness and accessibility for everyone. The Report on the Ombudsman's activities is annually heard at the sessions of the Chambers of Oliy Majlis of the Republic of Uzbekistan in accordance with the legislation.

The Authorized Person for the Rights of the Child (hereinafter - the Authorized) exercises his powers independently from state bodies and their officials;
The Ombudsman has the right of immunity and cannot be held criminally liable, detained, taken into custody or subjected to administrative penalties imposed in court without the consent of the chambers of the Oliy Majlis of the Republic of Uzbekistan;
a criminal case against the Ombudsman can be initiated only by the Prosecutor General of the Republic of Uzbekistan;
forced drive, detention, as well as inspection of personal belongings, luggage, transport, residential and office premises of the Authorized Person are not allowed;
The Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) coordinates the activities of the Authorized Person;
The Ombudsman annually, no later than February 15 of the year following the reporting year, submits to the chambers of the Oliy Majlis of the Republic of Uzbekistan a report on the state of compliance with legislative acts on the protection of the rights, freedoms and legitimate interests of the child by state, including law enforcement agencies;
If it is necessary to increase attention to certain aspects of protecting the rights and freedoms of the child, the Authorized Person may submit to the chambers of the Oliy Majlis and the Cabinet of Ministers of the Republic of Uzbekistan special reports aimed at adopting legal, organizational, socio-economic and other measures;
The Authorized Person has regional representatives in the Republic of Karakalpakstan, regions and the city of Tashkent, who conduct their activities on a voluntary basis;

submit to the heads of state bodies and organizations mandatory for consideration submissions on violations of legislative acts in the field of child rights, elimination of the causes and conditions that contribute to them, as part of monitoring the situation and considering appeals in the field of child rights;
submit petitions to the relevant authorities for bringing to justice persons whose actions have been identified as violations of the rights and freedoms of the child;
to apply to the courts with applications and claims for the protection of violated rights, freedoms and legitimate interests of the child in cases provided for by law;
personally or through his representative to take part in court proceedings in order to protect and restore the violated rights, freedoms and legitimate interests of the child in the cases and forms established by law;
conduct surveys among the population on issues related to the rights of the child, collect statistical information and form a database on the implementation of children's rights;
take part in the preparation of educational programs on the rights of the child, organize educational seminars and trainings on topical aspects of protecting the rights and interests of the child;
to involve in the prescribed manner, including on a contractual basis, scientific and other organizations, as well as scientists and specialists for the implementation of expert and scientific-analytical work on the protection of the rights of the child;
regularly and freely visit institutions, services and bodies responsible for the care and protection of children, including educational, medical institutions, places of detention and institutions for the execution of sentences;
send inquiries to law enforcement and judicial authorities, Ombudsmen of other states for the protection of the rights of a child who is a citizen of Uzbekistan and located on the territory of a foreign state, in accordance with agreements and other treaties on mutual legal assistance;
establish contacts and become members of international organizations, cooperate with Ombudsmen of other states within the framework of their powers;
conclude memorandums, agreements of understanding and cooperation with national institutions and other human rights organizations, implement joint programs and projects, and participate on a regular basis in international forums on children's rights.
He began his career in 2009 at the Institute of Chemistry and Physics of Polymers of the Academy of Sciences of the Republic of Uzbekistan as a specialist, junior researcher. Later, from 2009 to 2014, he held various positions in the Ombudsman's Secretariat. Since April 2014 he has been working as the head of the Secretariat of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights.
During his career, S. Azimov participated in the development of many bills and regulations to ensure human rights and freedoms, to protect the legitimate interests of citizens.
