В апреле 2015 года Федеральным законом № 76-ФЗ «О внесении изменений в отдельные законодательные акты Российской Федерации в целях совершенствования деятельности уполномоченных по правам человека» впервые на федеральном уровне были определены основы статуса уполномоченного по правам человека в субъекте Российской Федерации. В частности, определены основные требования к кандидатурам на должность регионального омбудсмена, ограничения и запреты при осуществлении им полномочий. Так, уполномоченный по правам человека в субъекте Российской Федерации не вправе быть членом политической партии или иного общественного объединения, преследующего политические цели.

On 11 December 2020, the OSCE Project Co-ordinator in Uzbekistan co-hosted the blended event “the Digitalization of the Ombudsperson’s work: innovative mechanisms for promoting and protecting human rights and freedoms”, dedicated to the 25th anniversary of the Institute of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsperson). The United Nations Office of the High Commissioner for Human Rights’ (UN OHCHR) Regional Office for Central Asia, the United Nations Office in Uzbekistan, the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), the United Nations Democracy Fund, the United Nations Development Programme and Penal Reform International, co-organized the event.
June 15, 2018 in the “Subject of attention” column of the newspaper “Narodnoye Slovo” No. 122 published an article titled “A Vivid Manifestation of Humanism”. The article contains the response of the Deputy Authorized Person of the Republic of Uzbekistan on Human Rights (Ombudsman) to the Decree of the President of the Republic of Uzbekistan "On pardoning a group of persons serving a sentence of imprisonment, sincerely repenting of their deed and firmly embarking on the path of correction" of June 12, 2018.

Reliable legal framework and organizational conditions of activity, allowed the institute of the Ombudsman to become an active participant of large-scale democratic transformations in which the human rights and freedoms defined as the highest value and priority.
The comprehensive and effective support of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, led the Institute to a qualitatively new stage of its development, contributed to strengthening the constructive role of the Ombudsman in implementing the progressive objectives of the Action Strategy for the five priority areas of the development of the Republic of Uzbekistan, dialogue with society and each individual, promoting the principles of justice, humanity and the rule of law.

Human rights are the basic rights and freedoms that belong to every person in the world, from birth until death.

В последние годы проводится системная работа по укреплению законодательной и организационно-правовой базы защиты прав человека, имплементации международных стандартов по правам человека в национальное законодательство и выполнению международных обязательств, а также активизации сотрудничества с международными организациями по вопросам защиты прав человека.
Сегодня в нашей стране осуществляются масштабные меры по обеспечению надежной защиты прав и свобод, уважении чести и достоинства личности. Их результаты можно увидеть в достигнутых за последние годы высоких рубежах, повышении благосостояния народа, росте авторитета страны на мировой арене.
Конституция Республики Узбекистан устанавливает, что все граждане Республики Узбекистан имеют одинаковые права и свободы и равны перед законом без различия пола, расы, национальности, языка, религии, социального происхождения, убеждений, личного и общественного положения.
